Gatineau man charged with child pornography offences, victims sought

OTTAWA – In mid-April 2018, the U.S. Homeland Security Investigations (HSI) Ottawa office contacted the Ottawa Police Service Internet Child Exploitation Unit (ICE) concerning a male claiming to reside in Ottawa looking online for a mother with a young daughter for him to have sexual relations with.
This investigation started on a website commonly used to share illegal content including child pornography. The male began communications with an undercover HSI Tampa Florida special agent advising that he was willing to travel to Florida to have sex with her 12-year-old daughter persona.
Once turned over to the Ottawa Police ICE Unit, the male continued to engage in communications on the same website with an undercover ICE officer. While communicating with the officer’s 10-year-old child persona, he requested images of child pornography, made written child pornography and sent a video of him engaged in very graphic acts.
With the assistance of Gatineau Police Service, ICE Unit was able to identify the male.
Today, Patrick Clement, 36-years-old, of Gatineau was charged with:13 counts related to pornography offences.
Clement will appear at show cause court on Thursday, July 26, 2018.
The Ottawa Police ICE Unit is concerned there may be child victims in the Ottawa, Gatineau and Greater Toronto Area, based on his travel history.
